A Building Permit is required for all ADUs and JADUs.
- All ADUs shall satisfy the requirements of the California Building Standards Code, as amended by the City, and any other applicable laws.
- An ADU that is 800 square feet or less in size, under 16-feet in height, with side & rear setbacks of at least 4-feet may only need a Building Permit.
- ADUs converting an already existing structure may only need a Building Permit.
- ADUs subject to building permit review shall comply with Building Permit submittal requirements.

Depending on the size and style of ADU, you may also need an ADU Permit, or a Zoning Administrator Permit (ZAP).
When do I need an ADU Permit?
- An ADU that is between 800 and 1,000 square feet in size is subject to a staff level ADU Permit in addition to Building Permit review.
- ADUs subject to ADU Permit requirements are required to meet architectural, landscape and screening standards.
- ADUs subject staff level ADU Permit review shall comply with submittal requirements provided in the City of Woodland Municipal Code Section 17.104.010 (E)(5), and summarized below (see ADU Permit, below).
When do I need a Zoning Administrator Permit?
- ADUs between 1,000 and 1,200 square feet in size or other ADUs that are not eligible for ministerial require and require a Zoning Administrator Permit in addition to Building Permit review.
- ADUs subject to Zoning Administrator Permit application must meet the requirements summarized below (see ZAP below).
- The Zoning Administrator Permit also requires public noticing to properties within 300 feet of the project site.
What are the submittal requirements?
Building Permit:
ADUs subject to building permit review will comply with building permit submittal requirements. Please reference the Building Division "Permits and Plan Checking" webpage for further information.
- Before a building permit can be issued for a JADU, a deed restriction must be filed.
- The purpose of which is to provide notice and disclosure to any subsequent purchaser or transferee of the limitations associated with the approval of a JADU. The City has a simple form to be filled out that can be used to record the deed at the Yolo County Recorder’s office, located at 625 Court Street, Room B01, Woodland CA 95695; (530) 666-8130; https://www.yolorecorder.org/

ADU Permit:
For an ADU permit, you may be required to submit the following to the Planning Division at CDD-Planners@cityofwoodland.gov. Contact staff for additional information about application requirements and fees.
- General Application
- Plot plan
- Floor plan
- Elevations
- Photographs of the existing conditions on the site
- Filing fee
Zoning Administrator Permit:
You may be required to submit some or all of the documents requested for a Zoning Administrator Permit. Contact staff to further discuss required application items and fees.
