Inventory Project for Lead Detection
The City of Woodland (City) is committed to providing clean, reliable, and potable drinking water to all residents. Under the U.S. Environmental Protection Agency’s (EPA) Revised Lead and Copper Rule (LCRR), the City of Woodland public water system created an inventory of customer-owned water service lateral materials. This inventory provides information to customers regarding lead presence in the City and was an extension of the 2018 Service Line Inventory project where every City-owned portion of service laterals were determined to be non-lead. Further, the potable water distribution system is treated with orthophosphate, a corrosion inhibitor, which protects the water supply from metals such as lead, iron and copper.
Recent revisions to the rule require that all water systems develop an inventory to identify the materials of service lines connected to the public water distribution system. To comply, staff sifted through historical records to find development plans, water service replacement projects, ages of structures, and building permits issued to replace water services. Subdivisions and structures constructed after the 1986 federal ban on lead use were excluded from the inventory and categorized as non-lead. Older buildings and service lines were categorized by age and subdivision. From there, the City used stratified random sampling and interpolation methods to select a subset of connections for field verification. City crews inspected connections at the meter box and at the building inlet to determine pipeline material. In summary, customer-owned service line materials were identified to be copper, galvanized steel, or plastic. The City did not identify any lead service lines or galvanized steel service lines requiring replacement (galvanized steel lines known to be downstream of a current or previously lead line).
