Permit Plan Review Process Submittal Requirements
The City of Woodland believes that the documents submitted for approval serves as a communication tool and must effectively communicate to the building official as well as to the contractor. It is hoped that a standardized, well documented, set of drawings and specifications will increase the understanding of plan reviewers and reduce the time required to review a set of documents.
New commercial buildings, or additions and remodels to a commercial structure require plans, specifications, energy calculations, soils reports and other data. The documentation is routed for review by all pertinent City Divisions to ensure compliance with applicable codes and regulations before building permits are issued. Permit applicants should allow a minimum of 2 to 4 weeks for initial plan check activities to be performed depending on the complexity of their project. In order to provide fast and efficient plan check services, we utilize in-house plan check personnel as well as consultant plan review agencies.
Over-the-Counter Plan Checks
Over-the-counter plan checks are routinely provided for basic repair and replacement work such as termite repair, re-roofing, mechanical equipment change-outs, some sign installations, minor demolition work, etc. Over-the-counter plan checks are typically not provided for new construction work or for projects involving building additions, major alterations, and remodels. Commercial Projects
New Construction Projects
All documents must be submitted digitally as PDFs to cdd-building@cityofwoodland.gov. Use the address for the subject line.
- Architectural/structural plans. Plans must be signed by the designer and a professional architect or civil engineer stamp must be affixed to the plans.
Off-site Civil Plans
- Off-site civil plans are submitted directly to the Division of Public Work's Engineering Division. Contact the Public Work's Engineering Division at 530-661-5820.
Calculations
- Structural calculations and Title 24 energy calculations.
- Soils report signed by a licensed geotechnical engineer must accompany the plans.
Building Division Application
- A Building Division application must be filled out signed and submitted with the plans. A plan check fee will be due at the time of submittal. You will be notified of the amount due by Building staff.

Additions to Existing Construction Projects
All documents must be submitted digitally as PDFs to cdd-building@cityofwoodland.gov. Use the address for the subject line.
- Plans must be signed by the designer and a professional architect or civil engineer stamp must be affixed to the plans.
Calculations
- Structural calculations and Title 24 energy calculations. Plans must indicate that the foundation for the addition matches the foundation of the existing structure. A lot drainage plan must be provided.
Building Division Application
- A Building Division application must be filled out signed and submitted with the plans.

Tenant Improvements, Remodels or Modifications
- Plans must be signed by the designer and a professional architect or civil engineer stamp must be affixed to the plans.
Calculations
- Structural calculations (when applicable) and Title 24 energy calculations.
Note: All New Signs Are Reviewed by the Planning Division. Contact the Planning Division for Details on This Process at 530-661-5820.
Resubmittal
- Plans with all changes and modifications clouded and accompanied by a delta number. Follow the instructions given by your plan reviewer for all re-submittals.
Note: If only revised plan sheets are resubmitted the applicant will be charged time and material for collating these pages into the approved set of plans.
Revisions to Approved Plans
All documents must be submitted digitally as PDFs to cdd-building@cityofwoodland.gov. Use the address for the subject line.
