Welcome to the Fireworks Regulations page for the City of Woodland. Within our city limits, only "Safe and Sane" fireworks are permitted for use. Anyone wishing to sell fireworks within our jurisdiction must adhere to specific licensing requirements. Both wholesale and retail sales necessitate obtaining a license from the State Fire Marshal as well as securing a permit from the Woodland Fire Community Risk Reduction Division. These regulations are in place to ensure the safety of our community and to mitigate the risk of fire hazards associated with the use and sale of fireworks.

With this app, available for both Apple and Android smartphones, residents can easily report any instances of illegal fireworks possession, sale, or use directly from their fingertips. The app allows users to submit reports along with photos and GPS locations, ensuring accurate and efficient enforcement by Woodland Police and Fire personnel. 

Provided free of charge as a public service by TNT Fireworks, Nail 'Em enables you to play an active role in keeping our community safe from the dangers posed by illegal fireworks. Thank you for joining us in this vital effort to preserve the well-being of our city.

CITY OF WOODLAND MUNICIPAL CODE ORDINANCES

In the City of Woodland, it is permitted to possess, sell, use, display, or discharge "safe and sane" fireworks as defined in Health and Safety Code Section 12500 et seq. The sale of "safe and sane" fireworks requires a license from the State Fire Marshal, whether selling at wholesale or retail. Additionally, a permit from the Community Risk Reduction Division is necessary for anyone intending to sell fireworks within the city limits.

The City of Woodland has a Host liability ordinance (CMC §8.20.052) that holds hosts liable for illegal fireworks on their property. Any host shall be strictly liable for any unlawful possession, ignition, explosion, discharge, use, or display of any fireworks in violation of this chapter on their property or at their gathering, except that no person who has the right to use, possess, or occupy a unit in a multifamily residential property under a lease, rental agreement, or contract shall be liable for a violation of this chapter occurring in the common area of the property unless the person hosts, organizes, supervises, officiates, conducts, or accepts responsibility for a gathering at which the violation occurs.

A violation of this municipal code section is subject to a fine of $1,000.00 per device. Each device (firework) possessed, ignited, exploded, discharged, used, or displayed constitutes a violation of the ordinance and therefore is subject to a $1,000.00 fine, for each device. Possession is defined as having direct or indirect custody and/ or control of any Dangerous firework prohibited under this chapter.

Safe and Sane" fireworks, as defined in Section 12529 of the Health and Safety Code, may be sold within the City during the period beginning at 12:oopm (noon) on the 28th day of June and ending at 11:00pm the 4th of July each year.

FIREWORKS USAGE (SAFE AND SANE & DANGEROUS)

Safe & Sane fireworks may only be used between 7 AM and 11 PM from June 28 to July 5. Usage of fireworks outside of the permitted timeframe will constitute a violation of the ordinance and is subject to fines established within section 8. 20.052 (Host Ordinance).
