NOTICE OF PUBLIC HEARING
NOTICE IS GIVEN HEREWITH that the City of Woodland City Council, at its regularly scheduled meeting to be held on Tuesday, February 4, 2025, at 6:00 PM in the City Council Chambers, 300 First Street, City Hall, Woodland, CA, will hold the following public hearing:
Embarc Woodland (PLNG 24-00059) - A request for review of a storefront retail cannabis dispensary proposed in a 2,830-square-foot tenant space within an existing commercial shopping center located at 825 East Street, Ste. 102-103 in the City's Corridor Mixed Use - East Street zone which requires approval of a Conditional Use Permit and Operating Agreement by the City Council.
Following the public hearings, the City Council will be asked to adopt resolutions approving a conditional use permit and operating agreement for the above storefront retail cannabis dispensary, subject to recommended conditions of approval and the approval of an associated Cannabis Business Permit. These actions are consistent with Sections 5.28 and 17.84.120 of the Woodland Municipal Code.
Planning Commission Recommendation: At its meeting held January 16, 2025, the City of Woodland Planning Commission passed the following resolutions:
Planning Commission Resolution PC 25-01 (Embarc Woodland - PLNG 24-00059) by a unanimous vote (5-0) recommending City Council approve the abovementioned project.

Environmental Determination: Staff has determined that a Class 1 Categorical Exemption (Existing Facilities) pursuant to Section 15301 of the CEQA Guidelines and a Class 32 Categorical Exemption (Infill Development) pursuant to Section 15332 of the CEQA Guidelines is the appropriate level of CEQA review for this document. Class 1 consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agencies' determination. Class 32 exemption consists of projects characterized as in-fill development within urbanized areas. The class consists of environmentally benign in-fill projects located on sites that are less than 5 acres and consistent with local general plan and zoning requirements. The project will not have any biological, air, water, traffic, or noise impacts.

Public Comments: All interested persons are invited to attend the hearing and express opinions. Forms to express opposition or support of the project are available from the Community Development Department. All comments received will be given to the City Council for their consideration. Please note, City does not transcribe its hearings, however, summary minutes are prepared and are publicly available once approved by the hearing body. Members of the public are welcome to submit written comments prior to the meeting. Comments should be submitted by email to CouncilMeetings@cityofwoodland.gov. Written Comments received at least two (2) hours prior to the scheduled start time of the City Council meeting will be provided to the City Council and posted to the City website as part of the official record of the meeting but will not be read into the record. Written Comments received within two (2) hours of the scheduled start time of the City Council meeting and during the City Council meeting will be provided to the City Council the day following the City Council meeting. If you are submitting written comments on a particular item on the agenda, please identify the agenda item number and letter.
In addition to live in person public comment, members of the public may submit their comments prior to 4:00 PM via Written Public Comments Pursuant to section 65009 (b) (2), the State Government Code "If you challenge any of the above projects in court, you may be limited to raising only those issues you or someone else raised at the public hearing(s) described in this notice or in written correspondence delivered to the City Council at, or prior to, this public hearing."
