NOTICE OF PUBLIC HEARING
NOTICE IS GIVEN HEREWITH that the City of Woodland City Council, at its regularly scheduled meeting to be held on Tuesday, May 20, 2025, at 6:00 PM in the City Council Chambers, 300 First Street, City Hall, Woodland, CA, will hold the following public hearing:
Senate Bill 684/1123 By-right Small Subdivisions Ordinance Update - A public hearing for the purpose of gathering comments, reviewing, and adopting a City Ordinance to amend Title 16: Subdivisions, to implement Senate Bill 684 and 1123, which permit ministerial review of subdivisions with housing development projects consisting of ten or fewer units located on qualified multifamily and single-family residential zoned infill sites, subject to specific criteria.
Effective January 1, 2025, the City is required to begin accepting applications pursuant to SB 684 for by-right small lot subdivisions within the City’s multifamily residential zone districts. Effective July 1, 2025, the City must also begin accepting applications under SB 1123, which broadens eligibility for by-right small lot subdivisions to single-family residential zone districts.

Environmental Determination: The proposed Ordinance amendments will not result in any significant change in the environment within the meaning of Section 15061(b)(3) of Title 14 of the California Code of Regulations. Additionally, the state legislation, specifically exempts from CEQA any ordinance adopted to implement SB 684 and 1123.
Planning Commission Recommendation: At its meeting held March 20, 2025, the City of Woodland Planning Commission passed Planning Commission Resolution PC 25-04 by a unanimous vote (7-0) recommending that City Council approve the abovementioned Ordinance.

Public Comments: All interested persons are invited to attend the hearing and express opinions. Forms to express opposition or support of the project are available from the Community Development Department. All comments received will be given to the City Council for their consideration. Please note, City does not transcribe its hearings, however, summary minutes are prepared and are publicly available once approved by the hearing body. Members of the public are welcome to submit written comments prior to the meeting. Comments should be submitted by email to CouncilMeetings@cityofwoodland.gov. Written Comments received at least two (2) hours prior to the scheduled start time of the City Council meeting will be provided to the City Council and posted to the City website as part of the official record of the meeting but will not be read into the record. Written Comments received within two (2) hours of the scheduled start time of the City Council meeting and during the City Council meeting will be provided to the City Council the day following the City Council meeting. If you are submitting written comments on a particular item on the agenda, please identify the agenda item number and letter.
Pursuant to section 65009 (b) (2), the State Government Code “If you challenge any of the above projects in court, you may be limited to raising only those issues you or someone else raised at the public hearing(s) described in this notice or in written correspondence delivered to the City Council at, or prior to, this public hearing.”
